Vice President of Business and Personnel Administration

Mr. Spencer is the Vice President of Business and Personnel Administration where he manages the internal policy compliance and operational requirement s associated with company human resources and distributed operations.

Mr. Spencer served as the Vice President, Business and Personnel Administration for the International Technical Services division of DynCorp International LLC. Reporting directly to the President, he was responsible to the adherence of overall policy compliance for the Business Administrative and Human Resources functions within a $1.2 billion division with an average annual revenue CAGR of +25% and EBITDA of +30%. As part of the executive management team, he participated in the planning and development of business strategies within the division. Mr. Spencer responsibilities included all aspects of business, human resources, contractual, operational, and financial management of the division’s versatile operations. Senior management oversight and contract field site liaison of domestic and international contracts . Subsequent to joining DynCorp International LLC Mr. Spencer worked for Research Analysis and Maintenance from 1990-1993 where he was the Director of Corporate Pricing and Budgets. His responsibilities consisted of working with Defense Contract Audit Agency, Defense Contract Management Agency, Pricing/Strategy Management, Financial Management, Contracts Management, Executive Management, and various other departments. Additionally, he assisted in numerous business plans, and setting up financial systems. Mr. Spencer worked closely with executive management to develop budget, actual, and forecast plans for all the contracts, G&A, and Overhead within the company. Mr. Spencer worked at Lear Siegler from 1985-1989 where he had increasingly responsible management positions. His experience includes all aspects of proposal preparation, estimating methods and techniques for Commercial, International and U.S. Government procurement, including cost estimating methodology in the preparation, formulation and/or validation of cost estimates, managing subcontracting and purchasing activities, developing and negotiating joint ventures, teaming agreements, subcontracts, memorandum of understandings, non-disclosure statements, and contract awards. Mr. Spencer earned a Bachelor of Business Administration with a concentration in Marketing from McMurry University in Texas.
